Preheat the oven to 200°C (390°F). Line two large baking trays with parchment paper.
In a small bowl, mix the ground flax seeds with 1 tbsp cold water. Let sit for 5 minutes to thicken—this will be your flax “egg.”
In a large mixing bowl, cream together the vegan butter, coconut sugar, and vanilla extract until smooth. Add the flax egg and stir to combine.
Add the self-raising flour and mix until a dough starts to form. Add the orange zest and knead gently with your hands until evenly incorporated.
Divide the dough into 12 equal portions. Roll each into a ball, flatten slightly, and place on the prepared trays, leaving some space between them.
